Now scooters and similar vehicles will be able to move only on pavements or bicycle paths. From 2024, electric scooters and electric scooters will be allowed to be driven only by persons who have a driving licence of the relevant category.

A draft resolution of the Cabinet of Ministers "On amendments and additions to the traffic rules" has been published.

According to it, a scooter is a mechanical vehicle with a design speed of more than 25 kilometres per hour, with an engine displacement of more than 25 cm cube (if there is an ICE), as well as with an electric motor with a nominal (fixed) power of more than 0.25 kilowatts and less than 4 kilowatts. If it is exceeded - from next year it will have to undergo state registration.

The legislation introduces the concept of "means of individual mobility", according to which a motor(s) (electric scooter, electric skateboards, segways, unicycles, monocycles and other similar means) means a vehicle with one or more wheels (rollers) designed for individual mobility of a person.

It is prohibited for persons under 14 years of age, persons under the influence of alcohol, persons driving them with a passenger, or using a telephone to drive individual vehicles.

Movement on pavements, pavements, pedestrian and bicycle paths shall be carried out at a speed not exceeding 6 kilometres per hour, and in their absence on the right edge of the road - not exceeding 20 kilometres per hour.
