It is especially noteworthy that this year, the new parliament adopted laws concerning the operation of the courts, strengthening guarantees of citizens&#39; rights and freedoms, and numerous important decisions on strengthening the atmosphere of friendship and harmony in the country, addressing issues of an inclusive society, youth, women, protecting the interests of the poor, reducing poverty, and carefully preserving national values. Local Kengashes are also actively working to address pressing social issues in their regions. Over the past period, they have reviewed over 25,000 issues and adopted corresponding decisions, and sent approximately 14,000 parliamentary inquiries to officials. To ensure that representative bodies become a true people&#39;s tribune, the voice of the people, we will also implement the necessary measures to separate the functions of khokims and chairmen of the relevant Kengashes (Councils) in districts and cities, effective January 1, 2026. Remaining committed to the constitutional principles of popular sovereignty, representative democracy, and the supremacy of the Constitution and the law, we will further strengthen our reforms in this direction. Dear friends! As is well known, in recent years, our country has placed greater importance than ever on protecting human honor and dignity and ensuring the rights and interests of citizens. This year, during celebratory events embodying the noble idea of &quot;The Constitution is the guarantor of human honor and dignity, freedom, equality, and justice!&quot;, our achievements along this path are being comprehensively analyzed, and new and pressing challenges are being identified. As we evaluate the results achieved in all spheres and sectors over the past period, it is important to emphasize that they are, first and foremost, founded on the principles of humanism. Let&#39;s look at the facts: This year, per capita income reached $3,500, preschool enrollment reached 78 percent, higher education enrollment reached 42 percent, and life expectancy increased from 73.8 to 75.1 years. There are many such examples. In accordance with the Constitution, significant work is being done to fulfill the state&#39;s social obligations and build a welfare state in our country. Thus, more than 1 million citizens have been lifted out of poverty, and the poverty rate has decreased to 6.6 percent. Our large-scale reforms toward sustainable economic development, ensuring a decent standard of living for the people, creating a strong legal system, and an open society are receiving recognition from the international community. In 2025, Uzbekistan climbed 19 places in the Sustainable Development Goals Index and became one of the countries with the fastest progress in achieving the Sustainable Development Goals in the Eastern European and Central Asian regions. In the Global Innovation Index, our country ranked among the top three countries in Central and South Asia. International agencies such as Standard &amp; Poor&#39;s, Fitch, and Moody&#39;s upgraded Uzbekistan&#39;s sovereign credit rating. For the first time in 40 years, a prestigious international forum&mdash;the UNESCO General Conference&mdash;was successfully held outside of Paris, in Samarkand, which was also recognized as a significant event by the international community. Dear compatriots! Today, the reforms we are implementing are entering a decisive phase, and we must transform every provision of the Constitution into a benchmark for practical action in the life of the state and society. Our crucial task is to comprehensively explain the essence and content of the Basic Law to young people and to educate them as true patriots with a high level of self-awareness, political thinking, and legal culture, based on constitutional values. We must deeply honor the Constitution and laws, possess sound legal knowledge and practical experience.
