The administration of U.S. President Donald Trump is considering the possibility of changing the government in Cuba by the end of 2026, The Wall Street Journal reported, citing sources familiar with the matter.

According to the newspaper, Washington—encouraged by a recent operation in Venezuela—is seeking figures within the Cuban government who might be willing to strike a deal and help remove the current leadership. While the U.S. lacks a concrete plan to overthrow the government in Havana, the operation involving Venezuelan President Nicolás Maduro is viewed as a “warning” to Cuba.

WSJ sources say U.S. officials assess Cuba’s economy as on the brink of collapse. During meetings with Cuban exiles and civil society representatives in Miami and Washington, discussions focused on identifying someone inside the system who “understands where things are heading and is willing to make a deal.”

The newspaper notes that Cuba is heavily dependent on oil supplies from Venezuela. Washington aims to weaken the Cuban government by cutting off these supplies, depriving the country of resources needed to generate electricity. Economists warn that Cuba could lose access to oil within weeks, leading to a near-total economic shutdown.

On January 11, Trump stated that Havana would no longer receive financial support and energy resources from Venezuela, which had sustained the country for many years. He urged Cuban leaders to “make a deal before it’s too late.”
