According to The Wall Street Journal (WSJ), Ukrainian President Volodymyr Zelensky initially approved a plan to sabotage the Nord Stream pipelines but later ordered the operation to be halted after a warning from Washington. Despite this, the head of Ukraine’s military, Valeriy Zaluzhny, continued the mission.

The plan was devised in May 2022 by a group of high-ranking Ukrainian officers and businessmen. After the U.S. learned of the plan through Dutch intelligence agency MIVD, Washington urged Kyiv to abandon the operation.

Following this warning, Zelensky ordered the operation to be stopped, but Zaluzhny modified the plan and carried it out. Zaluzhny later explained that the team had lost contact with the outside world and could not be recalled. Both Zelensky and Zaluzhny continue to deny Ukraine's involvement in the blasts.

The Nord Stream pipeline explosions occurred on September 26, 2022, and have been classified as international terrorism. Ukrainian officials and Zelensky deny any involvement, calling the allegations against them a provocation.
