The total volume of international cargo transportation by road, rail, and air will be increased at least twofold, and the transport-logistics system will be further developed. This is outlined in Presidential Resolution No. PQ-28, signed by President Shavkat Mirziyoyev on January 27, titled "On Measures to Further Develop the Transport-Logistics System of the Republic of Uzbekistan."

According to the resolution:

The Concept for the Development of Uzbekistan's Transport-Logistics System until 2030 and its implementation "roadmap" have been approved. Key target indicators and benchmarks include:

increasing the total volume of international cargo transportation by road, rail, and air at least twofold;

doubling the export of transport and logistics services;

increasing the share of containerized cargo transportation by at least 1.5 times;

raising Uzbekistan's position in the World Bank's Logistics Performance Index (LPI) to no lower than 55th place.

A 0% VAT rate will be applied to transport-forwarding services in the organization of international cargo transportation. From June 1, 2025, an electronic queuing system for vehicles will be introduced at border checkpoints.

In cooperation with the International Road Transport Union, a regional training center for preparing and upgrading the qualifications of personnel in international road transport will be established.

Service area and service point facilities will be set up along public highways.
