By the end of the year, children from low-income families will be fully covered by preschool education

The Government Resolution No. 83 on "Additional measures to increase the coverage of children in preschool education in 2025-2026" has been adopted. According to the resolution, an action plan for expanding preschool education coverage in 2025-2026, as well as target indicators for covering children aged 3-7 years, has been approved.
According to the resolution, the following will be established:
Private kindergartens under public-private partnerships in areas where the standard of living and payment capacity are high (with fewer low-income families).
Family-run private kindergartens in remote and peripheral areas (not located in city and district centers).
Public kindergartens, as well as private kindergartens under public-private partnerships, funded through loans and grants from international financial institutions, in areas where payment capacity is low (with a higher number of low-income families) and demographic growth rates are high.
Short-term groups in vacant premises of social institutions.
According to the resolution, by the end of 2025, children from low-income families will be provided with preschool education.
