CSTO Prepares Armenia's Expulsion Procedure

Relations between Armenia and the CSTO (Collective Security Treaty Organization) have reached a critical tipping point. Due to a two-year delinquency in budget contributions, the allies intend to invoke strict charter articles that threaten Yerevan with the loss of its voting rights or total expulsion from the military bloc, without its own vote being taken into account.
Speaking at the CSTO Council of Foreign Ministers in Kazan, Russian Foreign Minister Sergey Lavrov stated that Armenia has been sabotaging the organization's funding for two years. Now, the bloc members will consider implementing punitive measures. According to Article 25 of the CSTO Charter, a two-year debt can strip a country of its voting rights and quota positions. Furthermore, Article 20 allows the Council to completely expel Yerevan from the bloc for failure to comply with the charter.
This financial dispute is a direct continuation of the political crisis: back in February 2024, Armenia froze its membership in the CSTO, accusing its allies of failing to fulfill their obligations, while Prime Minister Nikol Pashinyan labeled the bloc a threat to national security. Yerevan officials simply ignored the recent June meeting, effectively confirming their trajectory toward exiting the alliance.
