Orphanages and Baby Homes have been transferred to the system of the Social Protection Agency

Prior to that, the Ministry of Health was responsible for Baby Homes, the Ministry of Pre-school and School Education for “Mehribonlik” homes, and local executive authorities for child protection sectors and family children's homes.
As of 1 January 2024, orphanages, “Mehribonlik” homes, child protection sectors and family children's homes were transferred to the National Social Protection Agency. This was done on the basis of the Presidential Decree on a set of measures to provide quality social services and assistance to the population and to establish a system for their effective control.
Until now, the Baby Homes were under the Ministry of Health, the Mehribonlik Homes were under the Ministry of Pre-school and School Education, and the Child Protection Sector and Family Children's Homes were under the local executive authorities.
