identification of the target group of the population in need of material and other social support from the state;

use when establishing the country's poverty line and taking into account the real consumer characteristics and requirements of the population of the target group;

the establishment of a minimum amount of pensions and benefits is also used as a criterion when providing other types of material support to low-income families.
