Robots Are Collecting Fines from Citizens in Kazakhstan

Now, tasks related to administrative fines are being handled by artificial intelligence. The robot assistant was created to ease the workload of private bailiffs. This project was launched in February as a pilot in Taraz, and the results exceeded expectations. The Ministry of Justice of Kazakhstan reported this development.

The mechanism is simple: the system detects a fine, initiates the collection process, and sends a notification to the violator. The debtor is required to pay the specified amount within 30 days. If this is not done, the robot can block one of the debtor’s bank accounts or even automatically withdraw the necessary funds.

The Department of Digitalization and Automation of Public Services at the Ministry of Justice commented on this innovation:

— Preliminary calculations show that citizens can save over 5 billion tenge annually because they do not need to pay 25% of the fine to bailiffs. So far, over 280,000 enforcement proceedings have been initiated for a total of 5.8 billion tenge. Of these, 66,000 cases totaling 1.3 billion tenge have already been paid.

Citizens are actively using this mechanism. It is worth noting that no budget funds were used for this Ministry of Justice project. This is a non-traditional model of working with the government.

The robot assistant is not the final version. The organizers stated that in the future, they plan to develop assistants equipped with biometric systems, virtual assistants, and many other functions.
