Presidential Decree No. PF-17 "On Improving the Procedures for Financing the Social Protection System" has been adopted. According to the decree, starting from April 1, 2025, the following incentive-based social services will be provided to those in need:
Social assistance provided through "Social Registry" funds will be allocated to families included in the Registry of Low-Income Families. Meanwhile, social support for housing improvements and healthcare will also be extended to families whose monthly income per family member does not exceed twice the minimum subsistence level.
Additionally, no more than 25% of the revenues from the "Women's Registry" and "Youth Registry" funds may be allocated for organizing cultural, educational, sports, and tourism events.
Social assistance through the "Social Registry" funds will be provided as follows:
Under the individual poverty reduction plan, specific social assistance will be assigned to young people and women from low-income families without requiring additional applications. This assistance will be funded by the "Social Registry" funds.
To assess the social status of applicants requesting support from the "Social Registry" funds, the Unified National Social Protection Information System will be used. A scoring system based on interagency information exchange will be applied to automatically evaluate the family's financial condition.
