The training of promising personnel will be organized based on new approaches
Uzbekistan
In Uzbekistan, a large-scale reform of the system of training promising personnel begins - from international internships to the creation of an educational cluster under the President.
On May 5, President Shavkat Mirziyoyev approved proposals for a radical change in approaches to training specialists for key sectors of the country's development. This refers to both young students and current civil servants.
The "El-yurt umidi" Foundation and the Academy of Public Administration will be reorganized into a single personnel training cluster under the President of Uzbekistan. Within the framework of this reform, it is planned to establish close cooperation with the Agency for the Development of Public Service and expand the scope of educational programs.
To date, more than 1,400 graduates of the "El-yurt umidi" program have returned from abroad and are working in strategically important industries. Currently, 748 scholarship holders are studying at the top 300 universities in the world. To increase coverage, the state will provide new benefits: for example, those who enter the top 100 universities on a grant basis will be able to receive a scholarship without entrance exams.
The list of training areas will be expanded: priority will be given to energy, urban development, transport, architecture, engineering, and public administration. Employees of state bodies will be able to undergo internships for up to six months, as well as study in master's and retraining programs.
Four new centers will be opened at the Academy of Public Policy, including the Center for Applied Research of Public Administration. Educational programs will be developed jointly with foreign partners, taking into account the recommendations of the OECD. There are already initiatives such as "Hokims' Schools" and "Female Leaders' Schools" - last year more than 13 thousand people were trained here.
A supporting ecosystem is also being created: legal assistance will be provided to scholarship holders at diplomatic missions abroad, and a Council of Parents of Students Abroad will be established.
The President instructed to implement the proposed measures in the shortest possible time, strengthening the country's personnel potential and making quality education the foundation for the formation of a new generation of elite.
