Uzbekistan Proposes Punishment for Online Insults

Uzbekistan’s parliamentarians have discussed a draft law establishing administrative liability for online insults and hooliganism. Offenders may face fines up to 5 million soums or arrest for up to 10 days.
On February 3, the Legislative Chamber approved in first reading a draft law introducing Article 183-1 into the Administrative Code. The article establishes penalties for using obscene language, harassment, and other actions that disturb public order and citizens’ peace in the internet and telecommunications networks.
Deputy Khushvakt Khayitov emphasized the need for the law due to the rise of violations on social networks, particularly among youth, noting that abusive language and aggressive behavior contribute to immorality and aggression.
Alisher Kadirov, leader of the Milliy Tiklanish party, stressed that educational measures alone are insufficient. Under the draft, violators face fines up to 5 million soums or administrative arrest for up to 10 days.
Currently, Article 183 regulates minor hooliganism in public places, imposing fines of 1.24–2.06 million soums or arrest up to 15 days. The draft law will be finalized for the second reading.
