A Modern System is Being Introduced to Eliminate Debt in the Waste Management Sector

According to the current law, measures against subscribers who fail to make timely payments for household waste were taken only through court proceedings, which was a lengthy process. However, the new law eliminates excessive bureaucracy and complexities, reports Dilnoza Kamilova, the press secretary of the Waste Management and Circular Economy Development Agency.

During the plenary session of the Senate of the Oliy Majlis, the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan to Strengthen Payment Discipline in the Provision of Waste Collection and Disposal Services" was reviewed.

The law introduces amendments and additions to the Civil and Housing Codes, as well as the laws "On Competition" and "On Electric Power." According to it, consumers with outstanding debts for mandatory payments for solid household waste collection and disposal services will receive a short message (SMS) notification.

Following this, until the debt is settled, the acceptance of payments for electricity from the consumer will be temporarily restricted. Meanwhile, service providers will ensure reliable and accurate payment accounting. Once the debt is cleared, the temporary restrictions on electricity payments for consumers will be lifted.

According to available data, the system has accumulated accounts receivable amounting to 600 billion soums. This has led to several problems, particularly hindering the renewal of key assets of relevant organizations, attracting investments to improve service quality, and expanding the involvement of business entities and the private sector in this area.

This law aims to strengthen payment discipline for waste collection and disposal services provided to the population, update the key assets of service organizations, improve service quality, and attract business entities to this sector. This, in turn, will ensure higher quality and more transparent services for the population.

At the end of the discussions, the law was approved by the senators.
