Washington proposed an agreement to Kyiv that provides for joint management of Ukrainian resources in exchange for long-term security guarantees and the restoration of the country. The document can be signed as early as February 26.

According to the draft agreement, which Euronews reviewed, the US will receive 100% financial control over the "Reconstruction Investment Fund," managing it jointly with the Ukrainian government. The main goal is to develop Ukraine's mineral, oil and gas resources, infrastructure, and ports until the fund is fully funded.

Ukraine is committed to directing 50% of its income from resource extraction (up to 66% from de-occupied territories) to the fund until $500 billion is accumulated. Additionally, Kyiv must contribute an amount equal to double the US investment after signing the agreement.

The document is dated February 21, 2025, and its approval is expected on February 26. At the time of publication, neither Washington nor Kyiv commented on the leak.

Meanwhile, relations between the US and Ukraine remain strained. Donald Trump continues negotiations with Russia, excluding Volodymyr Zelenskyy from discussions. European leaders, including Cyr Stamer and Olaf Scholz, spoke in support of the Ukrainian president.

On March 6, the EU will hold an extraordinary summit on the situation in Ukraine.
