The number of self-employed will decrease from 2026

Uzbekistan

From January 1, 2026, Uzbekistan will significantly reduce the list of professions available for self-employed people. Out of the current 104 activities, only 72 will remain. This means that tens of thousands of people working for themselves will be forced to register as individual entrepreneurs or legal entities.

The number of self-employed will decrease from 2026
President Shavkat Mirziyoyev signed a decree removing self-employed people from the list of popular professions, such as:
❌ Hairdressers, manicure and pedicure masters
❌ Tutors
❌ Photographers and cameramen
❌ Copywriters and SEO specialists
❌ Clothing and footwear repairmen
❌ Cleaning, washing, and ironing specialists
❌ Jewelry and haberdashery makers
❌ Market workers and small traders

At the same time, the authorities are introducing new categories for self-employed people: now they can officially trade in marketplaces, raise chickens, and protect intangible cultural heritage sites.

To facilitate the transition to the new status, starting May 1, 2025, self-employed individuals will be exempt from the fee for registering an individual entrepreneur or legal entity. In addition, there will be collateral-free loans and accelerated VAT refunds.

Experts note that these changes could seriously affect the labor market, forcing thousands of people to either register as entrepreneurs or seek other ways to earn a living.
